1. Minimum Real Estate Investment of $400,000 USD

Foreign nationals must purchase one or more properties with a combined appraised value of at least $400,000 USD. This value must be confirmed by a certified real estate valuation report, not merely the sale price listed on the title deed.

2. Title Deed Restriction Not to Sell for 3 Years

The purchased property must be restricted from resale for at least 3 years, and this condition must be officially registered in the land registry. This is a critical step in the application process.

3. Payments Must Be Made by Bank Transfer

All payments must be made via bank transfer from the buyer’s account to the seller’s. Cash payments or informal arrangements are not accepted and can jeopardize the citizenship process.

4. Title Must Be Registered in the Applicant’s Name

The property must be legally registered in the name of the foreign buyer. Preferably, the title should be based on completed property (either condominium or building registration), but land plots may also qualify in some cases.

5. A Valid Property Valuation Report Is Required

A real estate valuation report issued by an authorized valuation expert, certified by the Ministry of Environment and Urbanization, must confirm the property's market value. The report must not be older than 3 months at the time of application.

6. Citizenship Application Procedure

After the property purchase, the applicant must first apply for a short-term residence permit. Then, an application is made to the Provincial Directorate of Environment and Urbanization for a Certificate of Eligibility. Finally, the formal citizenship application is submitted to the General Directorate of Civil Registration and Citizenship Affairs.
